Certificate of registration for EU citizens residing in Greece

In order to complete the process of issuing a certificate of registration to an EU citizen residing in Greece as an financially inactive person, the following supporting documents must be submitted to verify the identity, address, financial situation, and insurance coverage of the applicant:

Required supporting documents

  • Photographs:
  • Three (3) color photographs measuring 4 x 4 cm.
  • Proof of address:

For example: rental agreement, title deed, utility bills, tax clearance certificate, or other official document stating the applicant’s residential address in Greece. This proof is used to determine the territorial jurisdiction of the competent police station and to correctly record the applicant’s residential address on the registration certificate issued to him/her.

  • Proof of sufficient resources:

Documents proving that the applicant has sufficient financial resources for himself/herself and his/her family members, so as not to burden the Greek social security system. For example: income, salary, pension certificates, deposits in financial institutions in Greece or abroad.

  • Proof of full health insurance coverage:

Public or private insurance taken out in Greece or elsewhere, providing full coverage and not placing a burden on the country’s public finances. Pensioners meet the condition of full health insurance coverage if they are entitled to medical care from the state that pays their pension. The European Health Insurance Card may also offer full coverage when a Union citizen does not transfer their residence within the meaning of Regulation (EEC) No. 1408/71 to the host Member State (Greece) and has the intention to return, e.g. for studies or secondment. According to Ministerial Decision No. 133692/2024, the insurance policy must cover the following risks:

(a) Insurance for permanent total or partial disability due to accident. The amount of the benefits covered should be at least €15,000 per year, with the insured person contributing a maximum of 20%.

(b) Medical expenses due to illness or accident. The amount of the benefits covered should be at least €1,500 per year, with the insured person contributing a maximum of 20%.

(c) Comprehensive hospital care. The amount of benefits covered must be at least €10,000 per year, with the insured person contributing a maximum of 20%.

Please note that insurance policies will not be accepted in cases that include exclusions and/or special additional agreements.

  • Copy of valid identity card or passport

Regarding the cost of the procedure, please note that the following is required:

  • A fee to the Greek Police, which is available in electronic form (e-Paravolo) through the e-Paravolo electronic application of the General Secretariat for Information Systems of Public Administration.

All of the above must be submitted in person by the applicant to the police department with jurisdiction over their place of residence.
